HOW CAN WE USE WEB3 TO SUPERVISE THE GOVERNMENT?
Overseeing government transfers using Blockchain and Web3 — incorruptible oversight.

Problem :
Our team decided to focus on the institutional partners segment, specifically on challenge 3 entitled “Challenge 3 (G2G) Government to Government: Development of technologies for the use case of tokenization of special transfers (i.e., transfer of funds to states and municipalities) to promote optimization, transparency, and traceability.”
In this challenge, we had to create or improve a way to monitor transfers from the Federal Government to states and municipalities using Web3 and Blockchain.
To propose a solution, we set out to discover the existing problems and, upon researching, we found that information regarding fund transfers was scattered across various websites of different states and agencies, making tracking and oversight difficult.
In addition, it was necessary to centralize this information on a common platform rather than on a specific agency or state website, since it was something from the Federal Government for state and municipal entities. Another important point is that it must be a platform that is easy to use for everyone in the country, that is, an environment that is already common so that it can be used on a daily basis.
Not that it is a problem, but in order to facilitate development, it would not be interesting or necessary to create an entire platform from scratch, but rather to integrate it into an existing platform.



Solution :
After several meetings with our team and after analyzing the laws related to the transfer of funds, we decided that we needed a validator that worked with blockchain.
We therefore created SISTOKEN, a validator that will be “stamped” after authorization by the competent authority in order to provide quick, immutable, auditable, and visual verification.
SISTOKEN would be placed on a list of processes to be validated and already validated, so that those already validated receive SISTOKEN — something that visually resembles a simple image, but benefits from the full validation of the blockchain network.
The entire platform would be created with only three additional screens and directly linked to the gov.br system (https://www.gov.br/pt-br). This reduces development time and makes the platform easier to use for people who already use GOV.BR on a daily basis, who essentially make up our entire target audience and personas and who are not linked to any particular agency or state. In addition, consistency would be maintained by using the Brazilian Government's official Design System.



RESULTS
As a result of our teamwork and effort, we achieved second place in one of the challenges, earning a spot on the podium at the national hackathon.

Summary :
In a national hackathon organized by the Brazilian National Treasury, our team developed SISTOKEN, a blockchain-based validator designed to bring transparency, traceability, and unified oversight to federal fund transfers. By integrating directly into gov.br, the solution enables fast, immutable validation without the need for a new platform.
Our project, “Em Busca do Tesouro Perdido,” earned 2nd place nationwide, securing a spot on the podium for its innovative and practical Web3 approach to government supervision.
